Training Workshop on Environmental Impact Assessment (11 – 14 April 2005)
Venue: The training workshop will be held at SDPI or in a local hotel in Islamabad.

Top of this page Introduction
The Environmental Impact Assessment (EIA) is identification of ecological, social and economic impacts of proposed development projects and their possible remedial or mitigation measures. The Pakistan Environmental Protection Act, 1997, makes EIA mandatory for all projects likely to have any such impact. The EIA aims to assess the impact at an early stage of project planning, design and development and build into the project alternatives, and ways and means to mitigate the adverse effects. The EIA leads towards environment-friendly projects and makes the projects cost effective. The EIA, therefore, is an essential part of project design and appraisal. Currently, at many private and public forums a dire need has been emphasized for institutional and personal capacity building on conducting EIA and evaluating Environmental Impact Statements (EIS).

After a training need assessment, this module has been designed to provide practical help to those involved in various stages of EIA process, from screening and scooping to preparation of EIS by the developers or their consultants, and appraisal by the competent authorities and other interested parties to provide and obtain best possible information for decision making.

The workshop is designed to benefit staff of the Pakistan Environment Programme (PEP) partners, project planners, designers and appraisers. It will also equip public organizations, NGOs, and industrial sector with the EIA tools and techniques.

The overarching aim is to build the participants’ capacity to manage EIA during project planning and development. It also aims to enhance their capacity to evaluate or appraise the EIS. The specific objectives are to:

  • acquaint the participants with EIA procedures, practices and legislation;
  • impart the techniques used in EIA;
  • enable the participants to review and appraise the EIS;
  • realize the need for public participation in EIA processes;
  • introduce new approaches to EIA; and
  • enable the participants to manage EIA.

Top of this page Training methodology
The training methodology will involve lectures/slides, application of skills to actual projects and group work. Participants will learn to use MS Project software to monitor project activities. Participants will review their existing monitoring and reporting formats and will be able to modify them based on the methods learnt in the workshop. In teams, participants will implement projects and assess them for efficiency and effectiveness.

English will be the medium of instruction for this workshop. However, an effort will be made to conduct the workshop using a mix of English and Urdu.

Top of this page Resource persons
Dr. Muhammad Irfan Khan, will be the lead trainer who will be assisted by other resource persons. An environmental scientist and an established trainer on EIA, he has over 18 years experience in training and research at home and abroad. Dr. Khan specializes in crosscutting inter-sectoral social and environmental issues of local and global concern. He has also been conducting similar training courses for local and multinational corporate sector like TUV and ERD. He has served as core faculty in training with LEAD Pakistan, and as lead trainer in some training courses of SDPI and as resource person for Higher education Commission, Pakistan Planning and Management Institute, National Centre for Rural Development and the United Nations Office for Project Services (UNOPS).

He has written extensively on environment, trade and politics in the context of globalisation, governance and social responsibility. He has authored a number of research papers and articles that have been published nationally and internationally. He has a number of national and international awards to his credit.

Dr. Khan got a PhD degree from the University of London and a diploma from the Imperial College of Science, Technology and Medicine, London in the Environmental Science. He has been a full grade member of the Institute of Ecology and Environmental Management of United Kingdom and a member of the European Federation of Environmental Professionals, Brussels. He has been a member of British Ecological Society since 1990 and Ecological Society of America since 1997.

SDPI reserves the right to cancel or postpone the workshop if circumstances require. In such an event, SDPI will ensure that registered participants are informed as soon as possible. SDPI will also refund registration fees according to our refund procedures.

Trainees successfully completing 85 percent of the workshop would be awarded certificates.
