Introduction
The Strategic Environmental Assessment (SEA) is the “assessment of the effects of a policy, plans and programmes on the environment.” Integration of environment into development planning has been recognized as one of the key policy instruments employed for achieving the objectives. Promotion of SEA has also been recognized as a tool for integrating environment into decision-making. SEA will now be formally required for planning and development programmes. In order to make its future investment plans in Pakistan, the World Bank has recently carried out a country level SEA. The other international donor agencies are doing the same. It will have major implications for those involved in policy formulation, planning and decision-making at various levels in the government, and those with an interest in scrutinizing plans produced by others. Because of the importance of SEA and its inclusion in the National Environmental Policy, Sustainable Development Policy Institute is organizing a three-day training workshop to provide in-depth and practical knowledge of the SEA process and how to implement the policy requirements.
Who should attend
The workshop has been designed for planners and policy makers of SEA in local, provincial and federal government. The workshop will also be significantly helpful to appraisers of SEA policies, plans and programmes.
Objectives
The overarching aim is capacity building of government agencies and other stakeholders at all levels for better environmental management through integrating environment in planning and decision-making processes. The specific objectives are to enable participants to:
- Integrate environment in planning and assessment processes
- Involve stakeholder in SEA and
- Assess cumulative affects of SEA on policies, plans and programmes
Methodology
Each day will build on the preceding day, and would aim at providing the participants with a foundation so that they will feel confident to commission or carry out SEA. To complement this, the training will include interactive methods like role plays, exercises and discussion groups. In addition, case studies will illustrate all aspects of the workshop. Participants will receive a workshop manual approved by the International Association of Impact Assessment, which will also be supporting reference material.
Medium
of instructions
English will be the medium of instruction. However, an effort will be made to use a happy mix of English and Urdu.

Dr. Muhammad Irfan Khan, is an environmental scientist by training with substantive experience in environmental assessment. He has been a World Bank consultant for carrying out Strategic Country Environmental Assessment. He served as Environmental Specialist in Kotri Study III- Environmental Concerns of the four provinces for Federal Flood Commission of the Ministry of Water and Power. Currently, he is conducting the modular capacity building programme on environmental assessment for senior government officers under Pakistan Environment Programme (PEP). He has over 18 years of experience in training and research at home and abroad in the field of environment. Dr. Khan specializes in crosscutting inter-sectoral social and environmental issues of local and global concern. He has been conducting similar training courses for local and multinational corporate sector on Environmental Impact Assessment (EIA), Environmental Management System (EMS), Environmental Audit (EA) and Environmental Governance. He served as core faculty/lead resource person in training courses of LEAD, IUCN, SDPI and United Nations Office for Project Services (UNOPS).
Dr. Khan, a PhD degree holder from the University of London, has a diploma from the Imperial College of Science, Technology and Medicine, London in Environmental Science. A certified Environmental Auditor from the Institute of Environmental Management and Assessment, London, he has been a full grade member of the Institute of Ecology and Environmental Management of United Kingdom, and member of the European Federation of Environmental Professionals, Brussels. He has been a member of British Ecological Society since 1990 and Ecological Society of America since 1997. Writing on issues of environment, trade and politics in the context of globalization, governance and social responsibility, he has authored a number of research papers and articles that have been published nationally and internationally. He has a number of national and international awards to his credit.

Completed Registration forms should reach the Assistant Training Coordinator via fax or mail latest by 28 November 2005. The institute will confirm registration upon receipt of fee by a return fax. Please use a separate registration form for each nominee. Please note that seats are limited and applicants will be registered on a first come, first served basis. Cancellation/postponement
SDPI reserves the right to cancel or postpone the workshop if circumstances require. In such an event, SDPI will ensure that registered participants are informed as soon as possible. SDPI will also refund registration fees according to our refund procedures.
Award
of certificates
- Trainees successfully completing 85 percent of the instructional sessions will be awarded completion certificates.
- Trainees who for genuine reasons are unable of complete 85 percent attendance but attend 60 to 84 percent instructional sessions will be given partial attendance certificates.
- Trainees attending less than 60 percent of instructional sessions will be given letters specifying the sessions that they attended.
Boarding/lodging
We do not provide boarding/lodging and pick-up/drop facilities. However, we can assist you in booking at nearby hotels or guesthouses where you pay your own bills.
