Training Workshop on Environmental Impact Assessment of Development Projects (14 – 16 November 2006)
Venue: The training workshop will be held at SDPI or in a local hotel in Islamabad.

Environmental Impact Assessment (EIA) is a planning and management tool, which ensures integration of environmental and socio-economic concerns in development planning by identifying environmental and socio-economic impacts of proposed development projects and adopting remedial or mitigation measures. Integration of environment into development planning has been recognized as one of the key instruments for implementing the National Environment Policy 2005. The Pakistan Environmental Protection Act, 1997 also makes EIA mandatory for all projects that are likely to have any of the above impacts. Environmental impacts of a project have to be addressed in PC-I performa of the Planning Commission, Government of Pakistan. All international financing institutions like the World Bank, Asian Development Bank, European Union, Japan International Cooperation Agency (JICA) etc. ask for environmental assessment before making any investment or grant. The civil society organizations are actively advocating for conducting EIA of all development projects.

Top of this page Importance of EIA study
EIA aims to assess environmental impact at an early stage of project planning, design and development and build into the project, alternative ways and means to mitigate the adverse effects. An EIA results in environment friendly and cost effective projects. It is an essential part of project design and appraisal. Currently, it has been emphasized at many private and public fora that there is a dire need for institutional and personnel capacity building in this area.

Top of this page Who should attend the workshop?
This training has been designed to provide practical help to those involved in planning and development of new projects or expansion of existing projects and have to carry out environmental assessment. The workshop will benefit the staff of private, public and NGO sector organizations who are responsible for planning and developing projects, as well as public sector personnel who develop PC-Is.

The overarching aim of this training workshop is to enable the participants to build their capacity to integrate environmental concerns in project proposals. The specific objectives of the workshop are to help the participants to:
  • learn the principles, skills, procedures and practices of integrating environment through EIA;
  • become aware of the legal and regulatory obligations of integrating environment in development projects;
  • familiarize themselves with the techniques of getting public participation and integrate socio-economic aspects in development projects; and
  • enable the participants to practically conduct an EIA study for a development project.

It will be an interactive and experiential learning workshop comprising informal lectures, presentations and group exercises. Participants will also undertake a field visit and carry out an EIA of an ongoing/planned project.

English will be the medium of instruction for this workshop. However, an effort will be made to conduct the workshop using both English and Urdu.

Dr. Muhammad Irfan Khan
is an environmental scientist by training with substantive experience in environmental assessment. He has been a World Bank consultant for carrying out Strategic Country Environmental Assessment. He served as Environmental Specialist in Kotri Study III- Environmental Concerns of the four provinces for Federal Flood Commission of the Ministry of Water and Power. He has conducted the modular capacity building programme on environmental assessment of IUCN for senior government officers and for Capacity building for EIA review for staff of EPAs under Pakistan Environment Programme. Currently, he is leading the environmental impact assessment team of undeveloped structures project in four offshore oil fields of Abu Dhabi, UAE. He has over 19 years of experience in training and research at home and abroad in the field of environment. Dr. Khan specializes in crosscutting inter-sectoral social and environmental issues of local and global concern. He has been conducting similar training courses for local and multinational corporate sector on Environmental Impact Assessment, Environmental Management System, Environmental Audit and Environmental Governance. He served as core faculty/lead resource person in training courses of LEAD, IUCN, SDPI and United Nations Office for Project Services.

Dr. Khan, a PhD degree holder from the University of London, has a diploma from the Imperial College of Science, Technology and Medicine, London in Environmental Science. A certified Environmental Auditor from the Institute of Environmental Management and Assessment, London, he has been a full grade member of the Institute of Ecology and Environmental Management of United Kingdom, and member of the European Federation of Environmental Professionals, Brussels. He has been a member of British Ecological Society since 1990 and Ecological Society of America since 1997. Writing on issues of environment, trade and politics in the context of globalization, governance and social responsibility, he has authored a number of research papers and articles that have been published nationally and internationally. He has a number of national and international awards to his credit.

Completed Registration forms should reach the Program Support Officer via fax or mail latest by 28 October 2006. The institute will confirm registration upon receipt of fee by a return fax. Please use a separate registration form for each nominee. Please note that seats are limited and applicants will be registered on a first come, first served basis. Registration will close if all the seats are taken up before the last date.

Top of this page Cancellation/postponement
SDPI reserves the right to cancel or postpone the workshop if circumstances require. In such an event, SDPI will ensure that registered participants are informed as soon as possible. SDPI will also refund registration fees according to our refund procedures.

Top of this page Award of certificates

  • Trainees successfully completing 85 percent of the instructional sessions will be awarded completion certificates.
  • Trainees who for genuine reasons are unable of complete 85 percent attendance but attend 60 to 84 percent instructional sessions will be given partial attendance certificates.
  • Trainees attending less than 60 percent of instructional sessions will be given letters specifying the sessions that they attended.
