Training Opportunities
Training Workshop on Strategic Environmental Assessment (05 – 07 December 2006)
Venue: The training workshop will be held at SDPI or in a local hotel in Islamabad.

The Strategic Environmental Assessment (SEA) is the “assessment of an impact of a policy on environment, plan and a programme”. Integration of environment into development planning has been included in Section 5 of the National Environmental Policy (2005) as one of the key policy instruments. Promotion of Strategic Environmental Assessment has also been recognized as a tool for integrating environment into decision-making [Clause (d) of Subsection 5.1 of Section 5 of the policy].

SEA has already become a criterion for investments by all international financing institutions. The Asian Development Bank conducted SEA before providing loan for Agribusiness development in Pakistan. To scope its future investment plans in Pakistan, the World Bank, together with the Government of Pakistan, has recently carried out a country level SEA. The other international donors are doing the same.

Because of the importance of SEA and its inclusion in National Environmental Policy, SDPI is organizing a three-day training workshop to provide in-depth and practical knowledge of the principles and processes of SEA.

The workshop is aimed at benefiting policy makers, planners engaged in formulating and implementing strategic development programmes. It will also be useful for civil society organizations, corporate sector and academia.

The overarching aim of this training workshop is to enable the participants to build their capacity to integrate environmental concerns in project proposals. The specific objectives of the workshop are to help the participants to:

The overarching aim of this workshop is the capacity building of government agencies, corporate sector and other stakeholders for better environmental management through integrating environment in planning and decision-making processes. The specific objectives of the workshop are to:

  • integrate environment in planning;
  • give guidelines for stakeholder participation and involvement in SEA;
  • assess cumulative effects of SEA on programme implementation; and
  • give practice in conducting SEA.

Each day will build on the preceding day and would aim at providing the participants with a solid foundation such that they will feel confident to learn principles of SEA. To complement this, the workshop will use interactive methods such as role plays, visual aids and discussion groups. In addition, case studies will illustrate all aspects of the workshop. Participants will receive a workshop manual approved by the International Association of Impact Assessment to follow during the workshop and for later reference.

It will be an interactive and experiential learning workshop comprising informal lectures, presentations and group exercises. Participants will also undertake a field visit and carry out an EIA of an ongoing/planned project.

Dr. Muhammad Irfan Khan
is an environmental scientist by training with vast experience in environmental assessment. He has been a World Bank consultant for carrying out Strategic Country Environmental Assessment. He served as Environmental Specialist in Kotri Study III-Environmental Concerns of the four provinces for Federal Flood Commission of the Ministry of Water and Power. Currently, he is leading the environmental impact assessment team of undeveloped structures project in four offshore oil fields of Abu Dhabi, UAE. He is also associated with Islamabad Serena Hotel as Environmental Management Consultant. He has been conducting similar training workshops for local and multinational corporate sector on Environmental Impact Assessment, Environmental Management System, Environmental Audit and Environmental Governance.

Dr. Khan, a PhD degree holder from the University of London, has a diploma from the Imperial College of Science, Technology and Medicine, London in Environmental Science. A certified Environmental Auditor from the Institute of Environmental Management and Assessment, London, he has been a full grade member of the Institute of Ecology and Environmental Management of United Kingdom, and member of the European Federation of Environmental Professionals. Writing on issues of environment, trade and politics, he has authored a number of research papers and articles that have been published nationally and internationally. He has a number of national and international awards to his credit.

Completed Registration forms should reach the Program Support Officer via fax or mail latest by 23 November 2006. The institute will confirm registration upon receipt of fee by a fax/email. Please use a separate registration form for each nominee. Please note that seats are limited and applicants will be registered on a first come, first served basis. Registration will close if all the seats are taken up before the last date.

Top of this page Cancellation/postponement
SDPI reserves the right to cancel or postpone the workshop if circumstances require. In such an event, SDPI will ensure that registered participants are informed as soon as possible. SDPI will also refund registration fees according to our refund procedures.

Top of this page Award of certificates

  • Trainees successfully completing 85 percent of the instructional sessions will be awarded completion certificates.
  • Trainees who for genuine reasons are unable of complete 85 percent attendance but attend 60 to 84 percent instructional sessions will be given partial attendance certificates.
  • Trainees attending less than 60 percent of instructional sessions will be given letters specifying the sessions that they attended.
